Daniel Narváez Zavala is the Department of Commerce’s new Chief Operating Officer. He’s carried on that tradition for nearly 20 years in fields including education, housing, law, and nonprofits. Most recently, he served as executive director of Building Changes, a statewide organization dedicated to advancing equitable solutions to prevent and end homelessness for youth and families.

• She joined Buckinghamshire Healthcare NHS Trust as Chief Executive in December 2006, and led the integration of the county’s acute and community services in 2010.
• Previously she was the Chief Clinical Officer for West Lancashire Clinical Commissioning Group (CCG), Blackpool CCG and Fylde and Wyre CCG.
• Committed to public service, Liz is responsible for leading our external communications strategies and efforts as well as our talented Communications Team.

In 2012 she became a visiting professor at Buckinghamshire New University and adviser to the faculty of society and health, supporting the Institute of Applied Leadership’s MA in Leadership and Management programme. Caroline was previously Group Chief Executive (2019 – 2023) and director of development, new england sos Deputy Chief Executive (2012 – 2019) at the Royal Free London NHS Foundation Trust, leading one of the largest teaching trusts in the country. Early in his career, Tom worked at the Department of Health as Senior Policy Adviser to the NHS Chief Executive. Tom co-founded the non-profit Innovations in Healthcare which supports social entrepreneurs around the world.

Meghana completed an MBA at Oxford Brookes University (Distinction) and the Innovating Healthcare for Tomorrow Program at INSEAD, Fontainebleau (2015). Meghana was awarded the Founding Senior Fellowship of the Faculty of Medical Leadership and Management in 2015, is Honorary Professor at Warwick University and Fellow at Exeter College, University of Oxford. Amanda was awarded an OBE for services to primary care and commissioning in 2014. She was Senior Responsible Officer for the primary care component of the Long Term Plan and was involved in the leadership of the health inequalities, prevention and personalisation elements.

Dr Penny Dash has focused her career on improving the quality and efficiency of health and care services in order to enhance life expectancy and quality of life. She has worked both as a hospital doctor and a public health physician and previously served as Head of Strategy for the NHS and the Department of Health and Social Care.

• Before joining Commerce, Sarah was the policy director for the Washington State Senate Democratic Caucus, where she led a team of policy advisors, crafted legislative strategies, and fostered partnerships to advance meaningful policies.
• She is a Phi Beta Kappa graduate of Kansas State University, earning a bachelor’s in political science and social sciences and a master’s in public administration.
• She has held several board positions, including Vice Chair of The King’s Fund, Non-Executive Director on the board of Monitor (the former regulator of NHS foundation trusts), and most recently as Chair of the North West London Integrated Care Board.
• As Director for Cathedral and Church Buildings, Emily and her team support the care and sustainable development of the Church of England’s 42 cathedrals and 16,000 church buildings, of which 12,500 are listed.
• Passionate about both the NHS and London, Caroline started her NHS career as a finance trainee in 1991 and has lived in London for 35 years.
